SHOA in Chile uses Vidicode OCTO for Tsunami warning Print E-mail

MESTE S.A. is very proud to inform you that we have implemented Vidicode technologies in the Navy in Chile in order to record all the conversation coming through 8 analogue lines that inform the population in Chile about the incoming of a Tsunami.
This important institution in Chile is in charge of informing the population of Chile if there is a Tsunami. The SHOA was the most important institution before and during the recent earthquake to inform the population about the incoming Tsunami.

The client: The Hydrographic and Oceanographic Service of Chile is the Chilean state institution that provides navigational safety in Chile and is the national Tsunami warning.

The project: SHOA required that 8 analog channels are recorded in a fast and efficient way ensuring the services availability and quality in recording incoming calls to the national Tsunami alarm. Additionally for it to be elected, they required that the technology is not invasive at the current telephone exchange (PBX) and rather not intervene in any way with the existing system and that the price performance ratio is to the benefit of the solution to be implemented.

Technology: MESTE is the representative in Chile of the Dutch technology company Vidicode, which provides the necessary embedded type units to record 8 analog lines administrated via WAN from a single PC platform.

The solution: Vidicode units were installed in an analog type modality called Pass Through Mode, which consists of analogue input lines which are connected to the PBX without intervening in any way as the Pass Through Mode allows you to connect multiple units in the telephone network without changing any parameters of the telephone, since the unit only add services Telephone network

Additionally the Telephone call administration software is installed on a network PC, where the administrator can perform all kinds of searches intervene in calls to help the operators, and make automatic backups on the internal hard disk and redirect recordings via Outlook as an audio file that can be played back in any e- mail platform including the Blackberry.

Methodology: In our first meeting, held with SHOA technological staff, the goal was to quantify the traffic of calls to record and simultaneously choose the recording unit suitable for their requirement as it could be analogue, Digital ISDN BRI signal or E1 ISDN PRI signal. Additionally, we should review the type of recording that the SHOA required, extensions, external lines  or both.
Then we proceeded to implement an evaluation unit which remained there a reasonable time. Its performance, ease of use and implementation by the MESTE engineering were very good according to Don Jesus Lopez.

Training: Since the user interface is intuitive and it is not required for a lot of users but rather for the system administrator, the training took 1 day and once completed the administrator could manage the recording platform without any problems.

Accreditation: We thank the Chilean Navy through its division ‘Directemar’, Mr Captain Marcelo Albarran, Mr. Manuel Tapia, evaluation engineer of new technologies and Mr. Jesus Tapia, Chief Information Officer of SHOA for trusting MESTE and the technology of  Vidicode for the recording of  telephone calls aimed at national security.
